. in less than an hour oakland police and city officials are scheduled to address the recent rash of deadly violence in that city. alex savidge is live right now at city hall with what city leaders are expected to say. alex what are they expected to say? >> reporter: well, they are supposed to come up with some solutions some ways to try to curb the shootings. it was a particularly violent weekend in oakland. this announcement will involve both the mayor and police chief. again it will happen within the hour. the announcement will take place right at the spot where three-year-old carlos nava was killed back in 2001. you may remember this shooting. the young boy hit by a stray bullet and right now there is a mural that has been painted in that area in his honor. no one from oakland police or the mayor's office has culled me back. we do understand the focus will be on the four homicides in oakland this past friday and the 11 people wounded by gunfire over the weekend. just last night five people were shot at a birthday party. the surge in violence has led larry reid to be called as a state of
leader is calling for a state of emergency following another violent weekend on the streets of oakland. four people killed. 11 others wounded since friday. tara mority tells us the latest shooting took place at a birthday party. >> reporter: that is right. it happened at a birthday party and basically all of the victims were men. and they scattered and ran to a neighbor's house for help. this comes after a particularly bloody weekend. last nights shooting happening off seminary and foothill. just the latest in a rash of violence since friday. four people were killed friday in a bloody six hour stretch that started at 2:30 in the afternoon all victims there males ranging in age from 17- 30. it's not known whether the 11 shootings that happened on saturday and sunday were linked not four killings friday, but police say friday's incident is gang related. all 11 victims who suffered gunshot wounds are expected to survive. friday's mayhem led to a conference call between the mayor and oakland's police chief and several staff members. there were 131 homicides in oakland last year. so far thi

in oakland at 9:00 in a hotel. officers say he surrendered peacefully. he is accused of setting his girlfriend on fire. the 25-year-old starr lamare, she has three small children, was dating oliver. her smoldering sweater was lying in street after she ripped it off. this is an image that was so disturbing for the witnesses. they say it was horrible to watch her run and scream and trying to get sweater off. this happened sunday afternoon. witnesses say the couple was arguing and oliver got gasoline and he pored it on on starr lamare and lit her on fire. she has burns to her face and she will probably be in the hospital for four to five months. one of her sisters told me that she was hoping he would be caught alive. she said she thought debt was too easy and she wants him to sit in jail and think about her sister. he now is in jail and bliss will charge him with arson and attempted murder. live in san francisco for abc7 news. >> thankthank you, this morninge bar pilot who was guiding an oil tanker that scraped the bay bridge yesterday is due to face investigators' questions. the tanke

arrested him last night around 9:00. they found him in a hotel in oakland and police say he surrendered peacefully. he is accused of setting the 25-year-old starr lamare on fire. the mother of low was dating oliver. it was a horrific scene on sunday afternoon. starr lamare ripped off her burning sweater while she was running and screaming. her sisters say starr lamare argued over the laundry with oliver he got gasoline and poured it on her and lit her on fire. her family says she has burns to her family and she could be in the hospital for four to five months. dexter oliver is now in jail and police plan to charge him with arson and attempted murder. >> thank you, amy. >> man who sped away from san francisco police on new year's day is due in court to face two counts of murder, the driver smashed into another car at 21st and ran into the front of a store. a woman in the car and a man on the street were both killed. district attorney says that the 19-year-old is charged with murder because there is in violence caused by violence of the reckless actions of a hand who is known gang member.
